Naked Intelligence and ISS World Americas Join Forces for Unique Event

Luxembourg - ISS World and Naked Intelligence are working to create the world’s most unique Intelligence Support Systems and Intelligence Gathering conference. This is an event that combines hands-on access to intelligence support systems solution providers and valuable insight and know-how presented by experienced practitioners of intelligence.

Open Source Intelligence: Key Discipline for Today's Challenges
We are witnessing a revolution in transparency and freedom of information. The next generation of enemies is well informed, hard to find and learns quickly. The Intelligence Community needs to adapt to this new international security environment; Open Source Intelligence (OSINT) has the potential to become one of the key intelligence disciplines in confronting these modern challenges. This paper introduces the layman and instigates the professional intelligence officer to develop critical thinking about the definition of the term ‘OSINT’, the producers and users of OSINT, the pros and cons of open sources as well as the significance of the private sector and its contribution to OSINT. A change in the intelligence community's culture will take time to materialise and is a vital prerequisite if OSINT is expected to reach its potential. If OSINT's capabilities start to become apparent to governments, intelligence agencies and other non-government and private organizations, then the indispensable role of OSINT will become more evident than ever.

Naked Intelligence ... for 2010

Despite lots of positive press and enthusiastic feedback from large numbers of interested members of the IC and industry, the Naked Intelligence Conference has been rescheduled for 2010 for the week of 19 May.

Croatia: Regime change ... or not.

The surprise resignation and “retirement” of Sanader as Prime Minister should come as no surprise to many, especially those from within his own party. Sandstone believes that overbearing pressure coming from many areas finally paralyzed Sanader thus making his resignation the best option for his party and for his eventual return to power.

Although eager to please and adroit at maintaining favorable press coverage, Sanader’s promotion of Croatia’s cooperation with the Hague tribunal and his dedication to the admission of Croatia into the EU resulted in many vows that will be difficult, if not impossible, to implement in practice, especially considering the general opposition within the majority of voters of his own Croatian Democratic Party (HDZ) to the absolute cooperation with the Hague Tribunal and to the EU requirements process.

Furthermore, the general public opinion in Croatia and her neighbors is negative towards each other and there remain open issues with respect to borders and energy, notably with Slovenia, that will make Croatia’s entry into the EU difficult. The open press speculation that Slovenia will block Croatia’s entry into the EU has only exacerbated the problem for Sanader.

Internally, Croatia has let politics override the sensible investment of public funds. These investments and the commitments of the Croatian government have led not only to an near imminent crisis in the Croatian economy but also to public distrust of the handling of public funds. This has manifested itself in a general fear that the planned privatization of Croatia’s shipyards, a national industrial symbol, could be handled in a corrupt manner that would lead to job loss and misuse of public funds. Sanader is suspected of being involved in some corrupt deals: notably the purchase of trucks for the Croatian Army and a scandal relating to the prostitution of young girls in state foster care has happened during his tenure and coincided with the replacement of the chief of police which effectively preempted any investigation.

On a personal level, Sanader has been very active and very dynamic lately and may be genuinely “tired”. There is also some speculation that his resignation is due to organized elements forcing him out with evidence of his and his party’s involvement in corruption.

As reality diverged from the platform on which Sanader positioned himself, the pressure to find a way out of the situation became increasingly great and therefore we see this drastic, although logical, measure being used by the HDZ to retain power and possibly even gain traction at the end of the year.

In the coming weeks a new government will be formed, probably led by Kosor. However, the soft tourist season, the end to the construction season, and the continued economic decline will probably lead to autumn strikes and public disorder. This will be a pretext for extraordinary parliamentary elections that would benefit the HDZ at that time. The opposition Croatian People’s Party (HNS) and President Mesic most likely recognize this and may call for immediate parliamentary elections.

In effect, with his resignation Sanader is taking many of the problems his party faces into the background with him in an attempt to pave the way for their continued strength and his own eventual resurgence – possibly as an independent candidate in a fall election.

Footprinting Iran's Infrastructure
Sandstone is pleased to publish a detailed overview of the Iranian government’s IT infrastructure. This graph covers a good deal of the government systems in Iran. It was produced by an experienced OSINT collector using Maltego in about 45 minutes and is available as a large scrollable PDF and as a native Maltego file.

In navigating the graph one can clearly see the main systems of the Iranian state and the various links throughout the infrastructure. Although this illustration is of a timely political subject, an equally revealing study can be made of most public or commercial network infrastructures. Sandstone leads in training for EDA
25 May 2009 – Brussels – Today Sandstone s.a. announced the commencement of intelligence training delivered to the European Defence Agency (EDA) in Brussels, Belgium. Sandstone is the leader of a consortium selected by EDA to deliver intelligence training to analysts and officers from participating Member States and related EU bodies and organizations.

“I am particularly pleased and honored to share our expertise with this distinguished group of analysts from participating member countries, all working together in an international context in the pursuit of a terrorist free world,” said Mr. Schneider, Managing Partner of Sandstone.

Training has commenced today and will be delivered periodically throughout 2009. The subject matter of the training covers the use of Open Source Intelligence (OSINT) techniques for collection and analysis of terrorist and extremist activity, including a special focus on the use of the internet in this context.

The participating co-contractor in the consortium is Infosphere AB, a management and intelligence consultancy based in Stockholm, Sweden. Sandstone s.a. is a due diligence and competitive intelligence solution provider based in Luxembourg.

Constitution Of The Luxembourg Institute For Global Financial Integrity

The Luxembourg Institute for Global Financial Integrity announced its constitution today. Founded by private citizens from Europe and The United States, under the auspices of Jacques Santer, former Prime Minister of Luxembourg and President of the European Commission, the institute is a nonprofit organization, that addresses the integrity of the global financial sector and the social responsibility practiced by all of its stakeholders.

According to Mr. Santer, “We recognized that the global financial sector is in need of stronger ethical practices and standards based on the principles of integrity: transparency, fairness, responsibility and accountability”.

Jean-Claude Juncker, Prime Minister of Luxembourg, has given his personal endorsement and support to the institute in recognition of the need for a private, independent and impartial body that will group corporate, academic and non-governmental organizations, in Luxembourg and abroad who are engaged in the global financial sector, together to solve the challenges faced by the global financial sector pertaining to crime, such as fraud, tax evasion, and money laundering, and to the funding of criminal activity and terrorism.

The institute announced that in one of its first projects, Howard Gardner, Hobbs Professor of Cognition and Education of the Harvard Graduate School of Education, will advise and contribute to the institute in developing a financial sector ethics model that will serve as a reference framework and benchmark in the development of the ethical code of conduct of the global financial sector and the work that will later be carried out by the Institute.

As a newly created nonprofit organization, The Luxembourg Institute for Global Financial Integrity, is now enrolling members who will be active in all aspects of the institute. Banks, institutions and service providers in the global financial markets are being invited to join the institute. Research Fellows and Visiting Research Fellows are being sought out and brought on board. Collaboration is being established with universities, think-tanks and nongovernmental organizations (NGOs) engaged in social responsibility and transparency within the global financial sector.

The institute will initiate its first open dialogue within the global financial sector and with public and private institutions by organizing a Conference on “Ethics, bank secrecy and fiscal paradise” in Luxembourg on the 10th and 11th of December, 2009.
